Geographic Solutions empowers job seekers and drives 70% increase in resume creation with Azure OpenAI

New technology is making job hunting and hiring processes easier. Geographic Solutions, a leading provider of online employment software, is embracing the AI capabilities of Microsoft Azure to connect job seekers with meaningful career opportunities and to empower employers to find candidates who fit their needs. With Virtual OneStop (VOS) Sapphire AI, Geographic Solutions equips state government workforce development agencies to help constituents find gainful, long-term employment.

Empowering job seekers and employers with generative AI 

Employees at Geographic Solutions are passionate about helping people find jobs. The company’s VOS Sapphire software gives employment agencies in more than 40 US states and territories a customizable solution for connecting over 200 million job seekers with open positions.  

Paul Toomey, President and CEO of Geographic Solutions, understands the stresses associated with unemployment and views technology as a crucial tool in streamlining the process of helping people find jobs. “The commonality of everything we do with our software is finding someone a good-paying, well-matched job,” says Toomey.  

Geographic Solutions knew that generative AI offers an unprecedented opportunity for people on both sides of the hiring process to find the right job and the right hire. “We wanted to use AI to help with the areas that we know job seekers, employers, and staff struggle with the most,” says Toomey. “Building a quality resume can be a daunting task, so that was an ideal use case for AI. From the employer side, we focused on using AI to quickly produce better-quality job descriptions.” 

Streamlining employment processes in two weeks or less

For Geographic Solutions, Azure OpenAI stood out for its use of cutting-edge AI models. “We looked at other technology, but we’re very happy with Azure OpenAI Service,” says Toomey. “Our monitoring shows that Azure OpenAI Service is consistent and reliable across all of our use cases. Microsoft’s dedicated support team has also been a key factor in integrating AI functionality into our software solutions.” The company collaborated closely with Microsoft Support teams to create VOS Sapphire AI, which supplements its existing VOS Sapphire solution with generative AI capabilities.

VOS Sapphire AI helps job seekers create and tailor resumes and cover letters for specific job openings within minutes, potentially saving these individuals hours of work. Employers can quickly generate high-quality job descriptions for multiple openings and customize interview questions based on applicant resumes.

State employment agencies, for example, can harness AI to create accurate case-management notes on prospective candidates. For states already using VOS Sapphire, these AI capabilities can be deployed in two weeks or less, an astonishingly short timeline. “We built the system to be flexible and easy to customize,” says Melina Tabares, Project Architect at Geographic Solutions. “It takes two weeks or less for us to configure VOS Sapphire AI, create the endpoints, and connect to Azure OpenAI Service.”

Boosting resume creation by 70% with generative AI

Geographic Solutions has seen a rapid acceleration of AI use by job seekers and state agencies. Internal data indicates a rising trend of AI use for resume creation for job seekers. These metrics also show that AI-generated resumes generally achieve higher quality scores than those crafted manually.

The Georgia Department of Labor deployed VOS Sapphire AI in December 2024, and the State of Texas followed in March 2025. The number of resumes created with generative AI has increased by 70% since December 2024, with a 74% increase in the number of resumes improved using generative AI. In April 2025, VOS Sapphire AI generated more than 2,300 new resumes and enhanced 3,100 others for both staff members and job seekers in Texas.

VOS Sapphire AI is also enhancing productivity for staff at these agencies. The number of records created with generative AI has increased by 65%, and state agency staff members are excited about the impact on their jobs. “AI integration has delivered a measurable impact across our workforce programs in Georgia,” says Damon Weller, Assistant Commissioner at WorkSource Georgia. “Since implementation in early December 2024, over 11,000 resumes have been generated utilizing AI Assist, with nearly 2,000 customized to job postings—enhancing job seeker competitiveness. These advancements will drive stronger outcomes and are elevating service delivery. We are encouraged to see the continuation of the AI learning development and prompt engineering that will better refine the overall results and enhance the user’s experience.” 

Geographic Solutions hopes to expand VOS Sapphire AI to more states and to help job seekers quickly find new opportunities. Toomey is excited to collaborate with Microsoft to create AI solutions that will recommend courses and training opportunities for individuals.
